Can you tap any artifact in magic the gathering?

I have a land that says if you pay 2 colorless mana i can tap a non creature artifact. So does that mean I can tap an artifact like winter orb or does it mean that I can only tap an artifact that has a tapping ability?

Yes you can tap any artifact that is not a creature, such as an artifact land or an artifact that "turns off" if it is tapped, such as Howling Mine.

Only artifacts that have a tapping ability, or artifacts which involve tapping. You basically can't tap a card which doesn't need to be tapped or has no text referring to tapping.

Why would you want to tap an artifact which doesn't have a tapping ability? Even if you did, it would do nothing.

You can also tap artifact-creatures this way.

Assuming you mean Blinkmoth Well, yes, you can pay 2, tap the Well and tap Winter Orb (or any other noncreature artifact). That's what the ability says and thus what it does.

And to others, you may want to tap something like Winter Orb so you can untap all your lands.
