  1. I would stay in Burnaby.  I think that much nicer, and it is a lot more Central.

It is a big area, so all kind of housing exist.  I would suggest that you try to stay North of Kingsway.

  2. Live in the suburb that is closest to where you work. The number one rule in Vancouver is to never cross a river to get to work. The best neighbourhoods in Surrey are "South Surrey", White Rock and North Delta. Understanding that White Rock and North Delta are not actually part of Surrey.

Get a job first then select a suburb to live in.

  3. Burnaby is much nicer for families, stay away from Kingsway or Canada Way, they are busy 24/7.  You won't like Surrey.

  4. actually, Surrey is way bigger (double) both population wise  (population Surrey 402,000) whereas Burnaby is only 205,000. and in square area.

Overall crime rates;  Burnaby ranks #13 and Surrey below them at #14.  Vancouver ranks #4

I would recommend you look at Surrey.  Other "lower mainlanders" look down their noses and stereotypes run rampant (as you can tell here) but quality of life (parks, services, employment, shopping) availability of rentals, house prices...  I'd have to say advantages Surrey.  Worth a look.

I moved here in 1985 not knowing the local scene and looked in Burnaby and then over to Surrey and to me it was no contest.  Lived here ever since and never been a victim of anything other than bad "surrey jokes"..
