It's been 5 years at least since you couldn't get either or both anywhere in London.  If it's down to credit go BT but they'll charge you for it!

If you can get a bt line then get virgin media adsl broadband, and phone

"upto" 8mb Unlimited Broadband and Unlimited Uk landline calls

for £19.99 a month + £11 bt line rental.
