The largest carrier here in Mexico is called Telcel. I recommend making sure that your current carrier has a deal with Telcel. That way, no matter where you go in Mexico you have the highest probability of receiving a Telcel signal. Once you have that, you can send and receive text and multimedia just as easily as you do in the States.

It depends on what type of plan you have withyour provider.  I could text my cousins but we have an international plan.
