Can you trade old 39 cent stamps for new Forever or 43 cent stamps?

I have a role of 39 cent stamps and some 2 cent stamps. Can i trade them in anywhere for a book of Forever or 43 cent stamps. I dont want to by more stamps because they keep changing the prices.

just use them as if they were 43 cents add 2 2cent stamps to a 39 cent one on an envelope

  If you get some one cent stamps your ok until may when the rate is 43 cents and the 2 cents are all good. you cannot trade in but can just use what you got. All US stamps are valid made after 1862, this was to prevent the south from using them during the civil war. after that all are valid on mail.
