By water, meaning on a cruise ship?  Cruise ships now have to send their manifest to the US government before the ship pulls away from the dock.  The government checks the manifest against their database and then baords the ship to remove anyone with an outstanding warrant.

And if you don't get caught that way, you'll probably get caught by the Canadian Immigration authorities once you reach Canada.
