  1. Usually, but not always.

    It is common practice for Blu-Ray players to play DVDs and CDs... but there's no requirement that they do so. Same goes with DVD-R/RW/+R/+RW, CD-R/RW, and even BD-R/RE... they usually do, but it's up to the manufacturer to decide to support this. It is NOT part of the Blu-Ray specification.

    So, just as when shopping for a DVD player, you need to read reviews, published specifications, etc. and ensure you're buying a model with the format(s) you're interested in playing. If it's just commercially purchased DVDs, you're probably safe with any Blu-Ray player still on the market, but it pays to double-check.
