Can you use Magic Jammer to negate the effect of a Spell Card that is already on the field?

I was dueling my brother today and he activated the card Magic Jammer to keep the effect of Dimension Fissure from removing my D.D. Survivor from play so I couldn't bring it back at the end of the turn. Is that a legal move??
