Can you use a Simon Mall Visa Debit gift card outside of a Simon mall?

Yes you can as long as the place take Visa.   Just have the cashier run it as a credit card.

To work online or by phone you need to register it.  If it was order by mail.  You will also need to activate.

Unless you register your Card in advance, there will be no way an Internet, mail or telephone order merchant can confirm your identity.
