Can you use a VOIP phone from the philippines to other countries that has internet?

i have Vonage, i was just wondering if you could do the same thing with my local phone provider

VoIP will work from "anywhere in the world", as long as you have Internet connection..... and the local gov't doesn't block VoIP packets in their country (some do).
