Can you use a phone that uses a sim card with sprint service?

In general, NO.

AT&T and T-Mobile phones that use sim cards are not compatible with Sprint's network. Those phones use an entirely different radio frequency and technology platform.

Nextel phones (Nextel is owned by Sprint, for the time being...) Do use a SIM card, but are still not compatible with AT&T/T-Mobile style phones.  Also, Sprint makes a hybrid phone that can use Sprint's AND Nextel's technology.  These phones also have a SIM card, but still cannot be used interchangeably with AT&T or any other carrier's phones...
