Iv'e filmed take off and landings i know your not supposed to due to the dangers of flying debris in an incident.

As long as it doesn't have wireless capability, yes, you can use it when electronic devices are permitted.  Be sure to get people's permission before taping tho.

Yes - but not during takeoff or landing.

The mind boggles at what you would want to record since there isn't a TV signal.
