  2. It's not as simple as "No, it's a proper noun".

    You can use *some* city names, if there is also a "normal" word with the same spelling.

    Like CORK.  That's a city in Ireland...but it's also the plug in a bottle, or the wood it's made from.

    Or COLOGNE.  That's a city in Germany, but it's also the smelly stuff that many guys wear too much of.

    Or SHANGHAI.  That's a city in China (and CHINA itself is a similar example - it's a type of porcelain as well as a country).

    But shanghai is also to kidnap somebody to use as forced labor.

    MADRAS, a city in India but also a type of cotton fabric the city is known for producing.

    If it's *only* a place name...like Montreal...you can't use it.

    If there happens to be a normal word with the same spelling (like the examples above), then for sure you can play it.

    (Another cool example...ANCHORAGE, ALASKA.  Both the city and state can be used as words)

  15. If you are playing with official Scrabble rules, you cannot use the names of cities because they are proper nouns.  Some city names are also the names of ordinary things, and of course, then you can use the word as an ordinary, uncapitalized word.  

    When my daughter and I play, we play by our own rules.  One thing we do is we look up words in our Scrabble dictionaries before we play them and we look for words we can make with our letters.  If you are playing with someone who is open to changing the rules, you can decide if you want to use city names or other capitalized words in your game.

    However, if you play 'house' rules, you could permit any words to choose to agree on. This might be appropriate when playing with children, for example. At the end of the day, you're playing the game, so you can tailor the game to the appropriate level for the participants.

    Just be aware that if you play somewhere else they may want to play in a different manner, e.g. with the official rules, which may cause an issue. (For example, if the children go to a friend's house there may be disagreements over the 'correct' way to play, as they may not understand that you've changed the rules to make the game easier for them.)
