Can you use romex cable in an enclosed electrical panel?

I have conduit coming into the panel and into a junction box. This conduit has 2 sets of wiring for 2 different lights. From this box I have 2 romex cables going into 2 breaker boxes. These breaker boxes are for 2 of 4 apt. units. Is this OK or should there be flex or BMX going to the breaker boxes??

  1. Provided the romex is properly sized and grounded, and

    protected from damage, it's approved for feeder wiring

    in dry residential applications.
