Can you use rust-oleam paint to paint fabric curtains?

I wouldnt. You should use fabric dye. Without knowing your end use (are you actually going to use them as curtains? Is it just for decorating/stenciling?) it's hard to recommend. Once the paint dries, the fabric will be stiff.

ETA: Looked at the answer above...that might be fine for some other fabric (i.e., seat cushions) but I cant see this working for something flowy like curtains, no matter how flexible the dried paint film is.

Buy some "fabric medium" at the craft store and read the label.  I would think you could, if it wasn't a spray paint.  Spray paint won't work.
