Can you use them i pod apple phones from att to use as a modum to your laptop to get internet on your laptop?

here is what i want to do i want to have cheaper phone bill by cancelling my air card but i still want to be able to use internet for my laptop so i can use my web cam. can you use your i phone as a modum to get internet on laptop and just pay the 30 dollars a month for the internet on phone. i dont think them people at att know what they are talking about here at my local store because the people at sprint said you can if you call customer service

you cannot teather an iphone at least not yet.
