Can you wear sandals in a synagogue?

what about a shorter dress? a bat-mitzva is directly following the service..do not want to offend.. please help.

  1. dress normally, then change on the way

I would check with the synagogue and congregation members as to the proper attire.  Orthodox Jews tend to be very conservative, but some of the more liberal congregations will allow you more leeway.  When in doubt, it is better to err on the formal side and bring a change of clothes just in case.
