  1. 1.  if you own a business, and you are driving for the business, then yes.  If you are an employee then no.

    2.  File it as income.

  4. The U.S. Supreme court said that you cannot write off your commuting costs on your federal taxes because it is you who choose to live so far away that you have to commute.

    If you had to drive around to different job sites because of your job (because you were a sales person, for example), then that would be different.

If you're using the car in business, such as a salesman calling on customers, then you can deduct expenses from taxes. If you make a profit from an EBay sale then it is considered income by the IRS.
