Can youear make up at project challenge school in arizona?

Is it a public school or a private school?  Private schools can make rules against wearing make-up,  dress code,  long earrings, or certain jewelry like a lip piercing.  

A public school cannot limit you from wearing make up.  I have had male students in the past that slopped on the thick black eyeliner and did their eyebrows!  Again, in a public school setting, I don't have the right to make someone wash off their face.
