if my korean friend gets a canadian tourist visa, can she cross the border to the united states without getting an american tourist visa?

    Korea is not on the Visa Waiver Program list, which is the only way you can come into the States without a visa. Her having a Canadian tourist visa ONLY permits her to visit Canada.

    The only way she can enter the US is to get a US visa, which is never easy. There are a lot of visas but most require 4-year college degrees or 'specialised' careers (scientists, for example), or require her to be hired by an employer in the USA who has proven he can find no American workers for the job. Another way is through a cultural program such as the au pair programs (which require experience in childcare and commit you for one year) or on a Student Visa, which typically last for a year and require proof of a substantial amount of money.
