Canada student visa ?

Hi everyone

I am currently studying in Singapore. I wonder whether I could apply for a canada student visa while staying in Singapore for Vietnamese student?

I already have applied for study visa for canada while in UK. As per the canadian embassy website it says it will take 6 week. My query is that
1) Does these 6 weeks in includes week ends or 6 weeks of working days only
2) Is the process of 6 weeks starts only when a completed application is received by the embassy.
