Canada visa to visit Niagara Falls?

We are from India but currently in US on valid L visa. We have been to Niagara falls previously but this time we are planning to visit in on canada side. My question is as we need visitor visa, if applied by mail to office in detriot or buffalo, how often would they ask for interview. The reason being we stay in Kansas and all the consulates are not at driving distance. If I have the documentation right, would still they usually call for interview?

I believe the best way to get a correct answer would be to call the Canadian consulate and ASK.  Here is a list of the consulates in the U.S.  The consulate in Dallas covers Kansas.
