Canadian immigration visa application?

I am EU citizen and plan to apply for a Canadian immigrant visa (skilled workers program). After having read about some stats regarding the visa processing, I have decided to apply for the Quebec provincial program (which seem to be faster). According to the stats, the federal visa can take up to 5 years. My question is:

1. If I receive my Quebec immigrant visa, after how long would I be able to relocate to another Canadian province?

2. Can I apply to both Quebec and federal visas at the same time?

  1. 1. Depends on your contract with Quebec.  Once you have PR status, it's a fully valid PR status, it's not limited to Quebec.  If you signed a contract with them to stay in the province for x number of years, I think you should better do that because they could go after you if you didn't.  Of course there are always stories of ppl who didn't stay and nothing happened to them but you don't want to end up as their example case.  If you only signed that you would attempt to settle in the province and you made an attempt at it at least for a couple of years, you should be ok to leave.

    2. Yes, you can apply for both at the same time.  While your federal PR is not at the stage of asking for medical, you can still withdraw it when the Quebec PR is faster.
