Canadian student visa...?

My friend working in Saudi arab (indian national) last year got admission in a canadian university (for course of 2 years) and paid admission fees etc and had sufficient funds in his account to pay off ALL his studies and living costs. But when he applied, his visa was rejected with reason " after completion of your studies, certain factos may motivate you to stay in Canada". What is this? Can anyone help him out as he is genuine student with sufficient money in his account.

Note: He was married to US citizen girl then (but now divorced)

Whats factors embassy see in granting visa?

the govt of canada has the right to do this and why doesnt his              us wife sponsor him to the us? that leads me to beleive he has something out of place in his past record his history that is denying him access to canada or the usa.
