She is a Cancer Sun with Leo rising, or her rising sign is on the Cancer/Leo cusp?

Assuming you mean the former, she is probably a very interesting individual...Cancers are very emotionally intense and sensitive, and Leos are very outgoing and firey.  I would interpret a Cancer with Leo rising to mean she wears her emotions on her sleeves, loves being the center of attention, and has a very firey way of expressing herself.
