can you have parental consent in cancun,mexico to get a tattoo?

what are the rules?

It's Mexico, there are no rules.  No drinking or smoking age, and no such thing as consent for tattoos or piercings.  I would not recommend it though because they do not have cleanliness regulations as far as sterilization.  Unless you watch them remove a steril needle from it's package first.
