Cannot access my control panel

Question

I cannot access my control panel. I went to the start menu and it wasn't there i opened "my computer" it wasn't there i ran a search to find it tried to open it and i got the message "this operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator" I also tried to open "set program access and defalts" and gave me the same message. I only have one user account to log in as and I have tried a system restore as far back as i could go. I think some how the settings for this user name got changed from an administrator.
