Cannot change my password, cause i cannot log in?

I think someone has hacked into my account for paypal, yahoo, and ebay,,, cause my passwords are not working, i am trying to change it but it will not let me log in, and i already tried the forgot password option but it still will not let me complete it....can i just talk to someone or what is it i need to do to be able to log in again
