Cannot get 2 tone pager to work

Question

i have a kenwood 2160 16ch radio. all frequencies work fine but i can't get the 2 tone pager to work. i tried programming the frequency in and the pager doesn't work. the frequency it is on is used by the whole county and the pager is set up so it comes on when our tones are set or supposed to anyway. when i put the radio on the page channel it is open all of the time and i hear everyone. how to i just get it to page. thanks
