Can't enter BIOS setup with F2

Question

I can't enter BIOS setup by pressing the F2 key on start-up. F11 works and lets me set the boot order so I know it's not a keyboard problem.

I've also tried clearing CMOS as well. That didn't help.

I've also upgraded the BIOS to the latest version. That didn't help. I still can't enter BIOS setup.
