Can't thread bobbin.

Question

This is my first sewing machine. I thought I had the bobbin threaded correctly, but the machine will not pick up the bobbin thread. Please help me. My manual is very unclear about the tension spring. I see no spring. I would like to repair some of my 15 year olds clothes, instead of buying more.
