Can't turn on Dell Inspiron 1501

When I try to turn on my Dell Inspiron 1501, the screen remains black, and I get a blinking light that looks like a lock with the letter 'A' in it. It appears that nothing is happing at all. preceding this problem, I let the battery get down to 6%, when it automatically shut down. Any ideas?
