Cap-tel telephone

My wife has a hearing problem, we purchase a Cap-tel telephone, the phone has static on it. Cap-tel says that we need a analog phone line or we can use a filter on Medicom phone line, can you help?Jerry Roshekjjroshekia@aol.com
