  1. nope transfer the title and sell it, say its a 1999 ford focus, sell it for like $800 + buyer is responsible for the removal/release, this is called a as is/where is sale. ive purchased a 1996 chrysler town and country for $600 from a friend this way. i got it out for 400 more bucks and i sold it for $2700. with 93000 miles it may be well worth it

  2. You cant donate it until it is paid for.....sorry.

  3. If your car is worth anything at all...I would try to borrow some money to get it out. The longer it stays there the more it's going to cost to get it out. After 30 days they can sell it at auction.....so you have no right to donate something you don't have in your hand or possession.

  4. Not now that it has been impounded.

Normally, if you dont collect it by the set date, your car will be auctioned, and if there is any outstanding balance owed, like from impound fees or parking fines, towing fees, you are responsible for them and need to pay them to the city.

EDIT: Why is the neighbour the a-s-shole? Cause he reported you for parking the car illegally and got it impounded? Park your car legally and it wont happen, only now, you dont have a car, because its gone.
