Car dealers making copies of car keys?

If someone went to the car dealer and asked them to make a copy of their car key, because they lost their master key and only have a valet key (not good for opening a locked trunk) for their car, can the car dealer make them a master key like the one lost?

yes in some newer cars you have to have the car programmed with the key, these cars are also expensive
