  1. "i recently moved to california and am here for a visit"

Well, which is it?  If you moved here, you need to get CA plates.  If you're on a visit, you don't.

  2. First they would need a reason to run your plate.  Are you ilegally parked or are the neighbours complaining?  If they do run the plates and they are valid then it would not be an issue.  For all they know you could be on a 6 month vacation, or you could have 2 residences.  If your home state on your drivers licence matches where the plates are registered there is nothing they can do.

  3. no they won't bother it.

  4. In most states, you have 30 days to transfer your registration to your new state when you change residency.

Call your local DMV office to find out the requirements in California.
