  1. It's not that dumb of a question. There's a whole bunch of dumber ones on here!! Most racing series do require the participant to hold a valid driver's license, but some don't. It all depends on who wrote the rule book.

  2. Really stupid, man. The games which requires license to race are Playstation Gran Turismo series, PC GTR(1 and 2), Evolution GT, and other games with GT signal at main title. This game you asked needs only one thing to race the series : Wins. I played Pro Race Driver at Palystation 2, and at this game, the key to race other sessions is to qualify well - 3rd at minimum - or win each main session. This mean like NFS IV - High Stakes, for PSX console, where are differents seasons - Special Events, Hot Pursuit, Endurance Race - alternating the main competition, the Tournament event.

  3. The exact regulations for a national racing licence (which is required for a FIA international licence, which in turn is required for an F1 Superlicence) depend on the national motorsport governing body, but many of them don't require a road licence and are available to competitors who are actually under the minimum age to hold a road licence.

In Britain things are quite strict, as you should hold a road licence to apply for a circuit racing licence (a race licence is available to 16 year-olds, but is only valid for certain categories), but the suspension of one for civilian traffic offences does not lead to the suspension of the other.
