Can I register the car under my name?

Assuming there isn't a bank that financed it, and has some rule to the contrary, yes.

If the car is not financed it can be registered under your name if your husband signs the title over to you.  Not sure why that is important.  If you think this will help with insurance it probably will not because they will ask for all the drivers in the household. If you do not tell them that your husband may be driving the car and he is involved in an accident the insurance company may not cover you.  That means if he is at fault you could be sued for damages and have to pay it out of pocket.
