Car tax + petrol?

if gordon brown manages to force 10,000 car drivers of the road it will probably mean £10 million less in tax revenue per annum. does this mean that he will need to tax our food to make up the shortfall

No; as with cars, he will tax us on the CO2 greenhouse gas we emit as we breathe.
