Car won't go over 65 miles per hour is this a transmission issue or engine?

Need more info...did it ever go over 65? Some vehicles are governed to not go over a certain speed.  Some cars are just not built to go over 65, electric cars have a max speed of between 55-65 depending on the make!  Hybrids also have speed limitations!

need a little more info,but it could be a fuel problem faulty weak fuel pump,is the check engine lite on?

It could be that the catalytic converter is shot and not allowing the exhaust to pass through, therefore constricting the engine.
