It's my understanding it is a way for someone to make payments on services that are needed when someone doesn't have the whole amount needed to pay for it.

Like you make arrangements to make payments to the credit company and they pay your bill, so you owe them for the balance.

My sons oral surgeon mentioned that he accepts the 12 month no interest option with care credit, I'd say it's according to the dentist which plans are available.
