This seems to be the trend.  With the weak dollar, international teams can offer attractive contracts, the opportunity to play closer to home (not the case for Arroyo), and a chance to be a star player.  Some of these guys would rather be a big fish in a small pond.  

But the bottom line is that it all comes down to the $$$.
