Best guess of your question is that it relates to population growth.

Back in 1968 Paul Ehrlich wrote "The Population Bomb."  In it he predicted that during the 1970s and 1980s population would outgrow the food supply. This would result in famine and millions of deaths.

In latter editions of the book and in interviews it was argued that by bringing attention to the population problem, this somehow caused actions that evaded the famines. Also it was pointed out the 'green revolution" drastically increased food supply, again preventing famine.

Reviews of the book find errors in the rate of population growth (too high) as well as the food supply numbers (too low)

In fact, developing nations have a problem with population decline, not growth. This results in an aging population that needs more and more support, while the younger, productive, population must work harder.

There's a converse to the population bomb. Those that don't procreate die off and are replaced by those that do. The short story "The Marching Morons" by author Cyril M. Kornbluth explores the extremes of this possibility.
