Carrier Air Conditioner won't turn on.?

Carrier, model 38ckb024320. Outside unit hums, fan won't turn on. Blower inside furnace works. Inside T-stat works OK. By taking a screwdriver and manuely turning fan, unit starts but blows hot air. Outside power, (big gray box with two fuses inside) looks oiley, greasey, when I pulled it out.

So, unit works only by manually turning fan to get it going but then blows hot air, then will not re-start.

Any suggestions would be helpfull.

Sounds like you have a bad capacitor. Call a pro in to fix it.
