In terms of leading an entire country, which is the better motivatorfor people to be "good": carrot (positive incentives) or stick (negative incentives)?

    "You either be a law abiding, patriotic citizen or I'll beat you to a pulp!"

    or

    "The heart and soul of America is its law abiding, patriotic citizens who can be counted on to extend themselves in service to their neighbors.  Thank you for your service."

    Which would inspire you more?

    i think people are eithe born good or born bad.

    I hate to use this example because it is a sore subject, but look at 9/11

    People rushed into buildings to save strangers. Millions gave blood in the days and weeks after. the entire country came together for the good of the people.

    I dont think that kind of "goodness" can be mandated.

    HOWEVER, if you are talking about keeping people well behaved:

    I would say a combo of the carrot and the stick.

    Religion has been the single most effect way to get people to "behave"

    it uses a combo of rewards (heaven) and punishment (h**l)  and rules (10 commandments) to keep people in line.
