Cartoon speech timing. How does it work?

I want to make an animation and I don't want the speech to be just text, I want to actually add the speech. How do I time the speech to fit with the video?

It's easier to record the audio first, and create the animation to it. That way both the lip sync and the character performance will match the audio perfectly.
