Caterpillar problem?

I have a small bush in my backyard that is covered in silk and caterpillars. They are annoying and they come back every year. Any ways to permenantly remove the pests.

Blarg, if it just the one bush, I would leave it alone. There a reason for them being there. If it just "annoying", let it be. Please do not take from the earth.
