Who knows.  but then, this is not part of the doctrines nor official belief of the Catholic Church so the generalizing tone is undeserved.

No -- Mary promised that Russia would eventually be consecrated to her Immaculate Heart, but that the consecration would come late. Mary wanted Russia in particular to be consecrated because it is a specific geographic area, and when the world witnesses its dramatic conversion to the One True Faith, the world will come to know of the great love and power of the Immaculate Heart of Mary.

At least that's my understanding of Our Lady of Fatima's request.  The consecration of Russia (specifically) by the pope, in union with all the world's Catholic bishops, has not yet been performed.  Mary said she was pleased that the pope consecrated the world to her Immaculate Heart, but this was not specifically what she had requested. I believe it will take much prayer on the part of many Catholics for this intention before Russia will be properly consecrated.
