Causes of bleach like stains on clothes, when I never use bleach.?

For the past year or so whenever I wash my clothes, I sometimes get bleach-like stains around my neck and in other areas. It's not happening to anyone else's clothes in my household, so I know it's not the washer. I'm not sweating, so I'm not sure if it could be because of perfume or acne creams. If so, how do I prevent this from happening?

  1. Do  you use a dish washing detergent that contains bleach?  How about cleanser?

    I unknowingly have splashed those on me while working at kitchen sink.

  3. When I use a public laundry facility, I get those type stains because the last person to use the machine had spillage, and didn't wipe the top of the machine with Lots of water.
