  1. PUNCTUATION!!!

If I am reading your question right, (hard to understand when it it written as one single sentence), you will be moving to PA in a few months.  PA law states you must obtain a PA license within 60 days of moving here.  Simple enough, just go to a notary, and fill out the proper form. Present your NY license, and should be good to go - with some fees of course..

As far as your CDL, I would get a PA regular license (class C) first, then get your CDL-A through PA once you are officially moved here. Otherwise you will have to pay twice. You will have to pay NY to increase your regular license to a CDL, and then pay to transfer everything over to PA when you move here. It is around $100 to transfer a CDL with all fees paid. Only like $25 for a regular license
